SPECIAL MEETING

WEDNESDAY – March 18, 2009

 

MINUTES

I. CALL TO ORDER

8:03 A.M.: Chairman Dodge, presiding
Commissioners Present: Commissioner Lorianna Kastrop; Secretary Richard Claire; Vice Chairman Ralph Garcia; and, Chairman Richard Dodge
Commissioners Absent: Larry Aikins
Staff Present: Executive Director, Michael J. Giari; Special Counsel to Port, Francois X. Sorba; Director of Finance & Administration, Cynthia D. Hampton; Manager of Operations, Donald K. Snaman; Assistant Manager of Operations, Eric Napralla; Accounting Clerk, Linda Hawkins; and, Executive Assistant, Rita F. Artist

Commissioner Claire led the Pledge of Allegiance.

II. APPROVAL OF MINUTES

A Motion to Approve Minutes of Regular Meeting of January 28, 2009 was made by Commissioner Garcia and Seconded by Commissioner Kastrop. The motion passed by a unanimous voice vote of all Commissioners present at that meeting. Commissioner Claire abstained. Commissioner Aikins was absent.

III. CLAIMS

A Motion to Approve Claims was made by Commissioner Kastrop and it was seconded by Commissioner Claire. The motion passed by a unanimous voice vote of all Commissioners. Commissioner Aikins was absent.

IV. MOTION

A. LIABILITY CLAIM – (ADRIANA PRIOLO) – Claim No. 200901)

RECOMMENDATION: Reject claim in its entirety.

Executive Director Giari explained that this claim was filed against the Port and the City of Redwood City. Port Attorney Sorba wrote a letter to the claimant explaining that the persons named in the claim were not Port employees and that the Port is not the landlord for this particular claimant. However, the attorney for the claimant did not withdraw the claim.

A Motion to reject claim in its entirety was made by Commissioner Garcia. The motion was seconded by Commissioner Claire. The motion passed by a unanimous roll call vote of all Commissioners present. Commissioner Aikins was absent.

VII. EXECUTIVE DIRECTOR'S REPORT:

Executive Director Giari reported that the Association of Pacific Port’s Mid-Year Conference was held in February in Honolulu. The attendance at this conference was down slightly because many of APP’s Canadian member ports are no longer members following the consolidation of the three ports around Vancouver, Canada. The APP staff and the remaining Canadian member ports are trying to rebuild the Canadian membership in APP.

Giari reported that an interesting presentation was made about the Hawaiian Fast Ferry and that they had a chance to see the ferry while it was in dry dock in Honolulu Harbor. It is quite an impressive vessel.

An economist from the University of Hawaii gave a presentation and, although he wasn’t quite as dismal as some economists, our fellow port members reported that the current economic crisis is affecting all of the ports.

There was good representation from the Port of Keelung, Taiwan, as well as the Port of Kaohsiung, and several other Taiwanese ports. The Port of Keelung will host the APP Annual Meeting on August 9-12, 2009.

Chairman Dodge commented that Director Hsiao is planning to visit several ports in China and will also promote APP membership to them.

Executive Director Giari also reported on events that are coming to the Port. Opening Day of South Bay Boating Season will be held on Saturday, April 4. This year we are fortunate to have Opening Day at the same time we have the two historic ships, the Lady Washington and Hawaiian Chieftain in the Port. They will be here from April 2-12 and will participate in the decorated boat parade. One other new boat on the water this year will be the Port’s new Boston Whaler. We have been asked by Sequoia Yacht Club to provide a safety presence on the water during the parade and several members of the Port staff will be on the water that day.

The Awards’ Ceremony for the Port Poster Contest will be held on Friday, March 20, at Redwood City City Hall with Vice Chairman Garcia acting as master of ceremonies. The poster contest was very successful this year. There were approximately 500 participants from nine Redwood City schools. The winning posters will be displayed at Redwood City’s main library through most of April and on the Port’s website at www.redwoodcityport.com. Another display of finalists and runners up will be displayed in the lobby at City Hall. Margaret Astesano and Rita Artist coordinated this year’s poster contest and we have been very pleased with the response.

VIII. ADJOURNMENT

At 8:16a.m. Chairman Dodge requested that the Commission adjourn to its next regularly scheduled Meeting of March 25, 2009. A Motion to Adjourn was made by Commissioner Garcia and it was seconded by Commissioner Claire. The motion passed by a unanimous voice vote of all Commissioners present. Commissioner Aikins was absent.
