MINUTES
I. CALL TO ORDER

Commissioners Absent: Secretary Larry R. Aikins

Commissioner Garcia led the Pledge of Allegiance.
II. APPROVAL OF MINUTES
A Motion to Approve Minutes of Regular Meeting of March 12, 2008 was made by Commissioner Claire and Seconded by Commissioner Garcia. The motion passed by a unanimous voice vote of all Commissioners present. Commissioner Aikins was absent.
III. CLAIMS
A Motion to Approve Claims was made by Commissioner Dodge and it was seconded by Commissioner Garcia. The motion passed by a unanimous voice vote of all Commissioners present. Commissioner Aikins was absent.
IV. RESOLUTION
A. RESOLUTION SUPPORTING THE CITY OF REDWOOD CITY 2008 SUMMER CONCERT SERIES
Donald Snaman, Manager of Operations, explained that the Civic Cultural Commission has requested financial support in the amount of $7,500 for the 2008 Summer Concert Series to be held at Stafford Park. The Port has annually supported this concert series and there is an amount of $7,500 in the FY08 Port Budget for this sponsorship. In addition to the recognition the Port has received for sponsoring this event, we also were given the opportunity to display and distribute Port informational flyers at the concerts and at the Optimist Club’s vendor booth.
Warren Dale, Chairperson, Civic Cultural Commission, thanked the Port Commissioners for all of the years they have sponsored these concerts. Last year, about 800-900 people attended each Wednesday night concert at Stafford Park. Recognition of the Port for its sponsorship was made in all of the brochures and promotional materials, on a banner displayed at the concerts, and in announcements made during the concerts. In order to increase the visibility of the Port during the 2008 Summer Concert Series, the Port will be featured as the primary sponsor.
Commissioner Garcia commented that as one of its major fundraisers, the Optimist Club, of which he is a member, sells hot dogs/hamburgers at the Summer Concert Series. The profits from these sales are used for the benefit of the children in Redwood City.
Chairman Miller asked staff to send a letter to the Optimist Club thanking them for distributing Port literature at their booth during the Summer Concert Series.
A Motion to Support the City of Redwood City 2008 Summer Concert Series in the amount of $7,500.00 and with the condition that the Civic Cultural Commission would agree to hold at least one concert at the Port during the calendar year 2008 was made by Commissioner Dodge. It was seconded by Commissioner Claire. The motion passed by a unanimous roll call vote of all Commissioners present. Commissioner Aikins was absent.
RESOLUTION
B. RESOLUTION ACCEPTING GRANT FOR THE RECEIPT OF REIMBURSEMENT FROM THE GOVERNOR’S OFFICE OF HOMELAND SECURITY – CALIFORNIA PORT AND MARITIME SECURITY GRANT PROGRAM FOR EXPENSES INCURRED BY PORT IN CONNECTION WITH HOMELAND SECURITY AND AUTHORIZING EXECUTION OF DOCUMENTS

Donald Snaman, Manager of Operations, commented that this grant is being made available through Proposition 1B, which was approved by voters at the November 7, 2006 general election. He explained that the State requires the Board’s authorization to both apply for the grant and to accept the award of the grant. Snaman stated that he and Eric Napralla, Assistant Manager of Operations, attended a peer review and approval meeting in Sacramento, conducted jointly by the Governor’s Office of Homeland Security (OHS) and the Governor’s California Maritime Security Council (SMSC) to determine the distribution of the grant money among eleven California ports.
Eric Napralla explained that the Port applied to fund six projects at a total cost of $851,480. OHS has allocated $451,480 to the Port under this grant. During the peer review with OHS and the SMSC, some project modifications were made. All requested funds for Security Equipment–Operations & Maintenance Costs were transferred into the Emergency Operations Center Enhancement project. The ferry terminal EIR/EIS project was not funded. Napralla commented that a positive outcome of presenting the ferry project is that the State accepted our application and when the funds become available for the ferry projects, the Port will be in position to move forward.
Commissioner Dodge asked when the $451,480 awarded under this grant would become available and if the budget for this fiscal year would be affected. Napralla replied that the Port plans to move forward with the projects in September 2008, which would affect the Port’s FY09 budget.
A Motion to Approve was made by Commissioner Dodge. The motion was seconded by Commissioner Garcia and was passed by a unanimous roll call vote of all Commissioners present. Commissioner Aikins was absent.

VII. EXECUTIVE DIRECTOR'S REPORT
Donald Snaman, Manager of Operations, reported that the tall ships, The Lady Washington and The Hawaiian Chieftain, arrived on Monday, March 24, and will be at the Port until Monday, April 7. Daily dockside tours are being given to school children on the peninsula and to the public. Battle Re-enactment Sails and a family-friendly Adventure Sail are also available to the public by reservations made through Grays Harbor Historical Seaport, telephone #800-200-5239. www.historicalseaport.org
In anticipation of the visit to the Port by these historical ships, the 2008 Port Poster Contest recently featured “Tall Ships Visit the Port” as its theme. A Battle Re-enactment Sail aboard one of the historical ships was awarded to each of the 1st, 2nd, and 3rd place winners of the Poster Contest as one of their prizes. Commissioner Dodge commented that he took a couple of his grandchildren on a Battle Re-enactment Sail last year. They had a great time and he highly recommended it to everyone.
